This is the first post of the QSDCA 2025 Playing Regulations Review.

This is part of a series of blogs which have been running for a number of years now.  

The aim as always is to present newly developed versions of QSDCA Playing Regulations at the QSDCA AGM in July and have them adopted.

We must avoid the lazy and hopeless practice of the distant past where poor quality regulations are composed in patchy and piecemeal fashion on the floor of the AGM.

         This work is focussed on improvements. This does not come for free.

The challenge is vast, the task enormous... ish. But it's a long way from impossible.

But the benefits are better games, better cricket, better umpiring, expectations matching outcomes.

The alternative is putting up with things that annoy us... and that is what we're trying to avoid.

Reg 40 Awards

 WHAT'S THIS ABOUT

  • Revise Reg 40 Awards
  • To make some improvements to the awards list.
  • To fix some things which are not making sense.

PROPOSAL

  • Reword the regulations to suit. Details of proposals added below.

DISCUSSION

  • Add the names of the awards.
  •  Formalise CCC Awards - starting with the CCC premiership(s).
    • This is very overdue. 
    • First two seasons Coorparoo won in CCC1 and they received the Chatsworth Shield. 
      • In 23/24 it was Peninsula and in 24/25 it was Gold Crest. These are both Warehouse aligned clubs.
      • So last two seasons the runners up got the Chatsworth Shield... and the winners get caps and a firm handshake. (I presume...)
      • This is nuts.
    • QSDCA offers awards for averages, aggregates and outstanding performance in CCC on a legacy basis (as if it was their A grade) but has a (non-official) policy of excluding winners from Warehouse aligned clubs.
      • So the best bowler/bowler gets skipped in favour of some 2nd or 3rd ranked player who plays for some other club (sometimes).
      • This is also nuts.
    • This might need CCC to make some proposals and decisions.
    • Reg 41.1.1 and 41.1.2 have been written carefully to allow CCC to make the choice. 
    • If CCC is agreeable then QSDCA can simply declare any club 'affiliated to QSDCA' in order to receive the trophy.
    • Until that decision is made, the state of affairs will remain where it is now.
 
  • Make the qualifications for certain awards make more sense. 
    • eg. Batting Average trophy is awarded for minimum 200 runs and minimum 9 innings.
    • In 2024/25 this meant that in B1 there were 3 batters on 6, 7 or 8 innings with averages which exceeded the winner's average by as much as 28 (!) were disregarded in favour of a winner who scored 120 less runs in aggregate, much fewer 100's and 50's, and had 1 boundary six compared to another guy who (apart from having a very good season) hit 22 (!) sixes for the season.
    • If the qualification conditions were changed from 
      • 200 runs AND 9 innings to 
      • 200 runs OR 9 innings 
      • this award might be made much more sensibly. 
      • Mark Irwin made the point that using "200 runs OR 9 innings" as a qualifier means the winner might be anyone who batted once and scored a double hundred. This is not desirable at all.
      • So that supports Jim Noble's suggestion of making the batting award based on AGGREGATE rather than AVERAGE. 
      • For the new version of Reg 40.6 and 40.7 which will be based on average scores, the original qualification criteria will be added. 
      • Reg 40.30 remains unchanged. This allows some discretion to be used when qualifications are not met. 
      • So change Reg 40.2 and 40.4 to be based on aggregates and change Reg 40.6 and 40.7 to be based on averages.
 
  • Include finals scores in any trophy for averages or aggregates. 
    • This applies to a brace of awards in every grade
    • When finals were introduced everyone thought that that would be unfair to include the finals scores. (To be fair this may have been in an age when fast reporting of scores and data management was less computerised. That data is much easier to examine and analyse in PlayHQ.)
    • But why should a guy who gets 100 in a semi final not have that included in his average? (Yeah... the finals performances are as much a part of the season as any other...)
    • So, repeal Reg 40.29
 
  • Add a new award for finals performances
    • For outstanding performances, one for semi finals and one for grand finals. 
    • Is this one trophy per grade? (A1, A2, B1-B3, C1-C4) or one trophy per division (A's, B's, C's)
    • What about Sunday competitions too? (MLC A, MLC B, O40 A O40 B, Super 20 A, Super 20 B etc)
    • That's a lotta trophies....  or is it?
    • Are there any trophy budget issues? The trophy list (and Premiership caps) is funded largely by affiliation fees. The total Trophy budget is limited by this.
    • If we want more finals trophies we can choose 'em in future. 
    • Reg 40.11 added for a single trophy for the best performance in a Grand Final only.
 
  • Discontinue the Mallory trophy for the most points in a season
    • Too often this trophy seems to be won by the team which was under-graded the most, so is able to smash a stack of relatively easy outright wins.
    • So this trophy rewards a statistical anomaly, nothing more. 
    • So, repeal Reg 40.17

40.1 Premierships – All grades will compete for a shield as an award for winning the GRAND FINAL MATCH.

This clause remains so that any additional grades can have an additional premiership trophy awarded.

This wording allows the award to be denied to a team winning a CCC grand final which is not affiliated. See discussion above. 40.1.1 The Chatsworth Shield will be awarded to the highest placed QSDCA affiliated team in A1 grade.


The Kevin Haley Shield was not awarded in 2024/25 due to absence of the grade. 40.1.2 The Kevin Haley Shield will be awarded to the highest placed QSDCA affiliated team team in A2 grade.


Each Premiership award consists of a perpetual shield or trophy and a memento award.

40.1.3 The Paul Stafford Shield will be awarded to the team winning the GRAND FINAL MATCH in B1 grade.

All changed to add trophy names.


40.1.4 The Bruce Lawson Shield will be awarded to the team winning the GRAND FINAL MATCH in B2 grade.

40.3 To qualify for the batting award, the winner must have scored at least 200 runs and have batted in at least nine innings in the preliminary rounds of the season. This is no longer needed. 40.3 Nil
40.4 Bowling Awards There will be a bowling award for best average in each separate grade. Changed to add trophy name. Changed to an aggregate award. Repeal of Reg 40.29 means SF & GF will be considered. 40.4 Bowling Aggregate Awards - The Herb Kellermeir Award will be awarded to the player taking the highest number of wickets in each Saturday competition grade.
40.5 To qualify for the bowling award, the winner must have taken at least 25 wickets and bowled at least 360 balls in the preliminary rounds of the season. This is no longer needed. 40.5 Nil
40.6 Batting Aggregate – There will be an award for the player who scores the most number of runs for the season including SEMI FINAL MATCH and GRAND FINAL MATCHES, regardless of grade. TThis is the inverse law of old version Reg 40.2.Plus NEW trophy name. Repeal of Reg 40.29 means SF & GF will be considered. 40.6 Batting Average – The John Speare Award will be awarded for the player who achieves the best batting average for the season, regardless of grade.

40.9 Best Performance in a 2 Day match – There will be an award for the best performance in a 2 Day match in each combined grade (A, B and C). Changed to add trophy name.. 40.9 Best Performance in a 2 Day match – The Roy Dunn Award will be an awarded for the best performance in a 2 Day match in combined Saturday A grades.


40.9.1 The Bill Coleman Award will be an awarded for the best performance in a 2 Day match in combined Saturday B grades.


40.9.2 The Jack Curry Award will be an awarded for the best performance in a 2 Day match in combined Saturday C grades.

Reg 34.1.10 Points for a No Play Draw

 WHAT'S THIS ABOUT

  • Revise Reg 34.1.10 Points for a Draw (no play)

PROPOSAL

  • Reduce the 3.5 points for a no play draw slightly.. maybe to 3 points or 2.5?

DISCUSSION

There is merit in more points for a washout draw... to avoid inconsistent points in late season rounds between those games which are played and games which are abandoned.

  • But the amount of points creates a slight (and perverse) incentive to avoid starting a match in "iffy" weather conditions.
  • In competitions where there are no bonus incentive points eg. Sat 1d or Sunday 50 this Reg is not included.

Reg 12 Player Absences

  WHAT'S THIS ABOUT

  •  Update for Reg 12 Player Absences

PROPOSAL

  • To be developed

DISCUSSION

 A new version of Reg 12 Player Absences is overdue.

  • Some regard Reg 12 as lacking in consistency and ambiguous in it's current form.
  • Currently it emulates a basic version of the 1980's time off for absent bowlers Laws.
  • Something more sophisticated that addresses the continuous interchange of sub fielders regardless of Law 24.1 (Sub fielders only for illness/injury) is warranted.
  • It could be better written to address the use of sub fielders. Right now the Regulation focusses on bowlers and to a lesser extent, batters
  • A better format might be to emulate Law 24 and Law 25 point by point. 
 
        Clarify the position of Law 24.1 in relation to players subbing off the field for  religious observances eg. resting due to day fasting in Ramadan.  
 

We do need to be wary of introducing a complex Regulation. 

An important aim of the current version of this rule is simplicity (both for player understanding and umpire administration.)

Reg 34.2 Modify Super Bonus Points

  WHAT'S THIS ABOUT

  • Modify Super Bonus Points Reg 34.2.6, 34.2.7, 34.2.8

PROPOSAL

  • See below. 
  • This concerns Sat 35 (both regular and 1 day only competitions), Sun 50, Over 40 games only. 
  • There are no Super Bonus Points in Super 20 or 2 Day cricket.

DISCUSSION

  • From an admin point of view Super Bonus Points are a pain... 
    • because the SBP must be added manually by teams, most seasons there are numerous SBP which go unclaimed. 
    • An admin check is needed for all results prior to the end of the season to find the "errors" and the "missing ones". 
    • In close ladders this can disrupt placings.  
  • From a competition point of view, what does it offer? 
    • Are the games more exciting because of it? 
    • Do teams aim to play better to get an extra point? 
    • Not that I've noticed. 
  • Both these reasons are arguments for 
  • Proposal 1: DROPPING Super Bonus Points. 
  •  Proposal 2: Make them AUTOMATIC (through redesign) like regular bonus points, just enter the scores and PlayHQ works it out... but what form would they need to be?PlayHQ advice indicates this is not practical. 
  • Proposal 3: Make the SBP conditions the same for each competition. 
      • Over 40 has a win by restricting batting side to 60% of target score. 
      • Unlike the other 3 game types
      • Super 20 does not have Super Bonus Points at all. 
  • Proposal 4: Reword Reg 34.2.7 to make more clear that the SBP is awarded for a win achieved at any point up to the end of the target over. 
      • "By the end of xx overs..." is open to interpretation.
      • e.g. A winning run scored or wicket taken on 19.6 overs in a Sat 35 game scores a SBP. (This HAPPENED in 2024/25.) But on 20.1 overs does not.  
 We're going with Proposal 1... dropping Super Bonus Points.

  • Surely, finals washout equals higher placed team wins is a nonsense that has to end.
    • The expectation held generally is that the winner of the grand final gets the premiership trophy.
    • When there's a default win by weather, it's unsatisfying and NOT what teams want/should be doing.
    • It seemed quite obvious that when Sunday 50 finals were washed out in early March 2025 that the leading teams elected to claim 'unavailability' when offered a reserve final.
    • If the expectation was in place from the start (as a natural part of the finals schedule) then this would be less of a problem.
  • Viable alternatives are: 
      • award joint premierships or 
      • add some kind of "asterisk" on the premiership win
      • is there any other way to decide what to do? Research some examples?
  • A chance at a replay for a washout either in a few weeks or next September is preferable to a default win due to weather.
  •  Main argument against this is the difficulty in scheduling an unexpected replay, especially up against early season footy demands on venues.
    • The way to deal effectively with this is to build replays into the schedule with reserve days.
Clubs, Teams and Players must understand that finding slots for replays is very nearly impossible. Grounds and weekends are used for initial games. Opportunities to replay games that will not clash with SOMETHING are very rare.

Umpire Call Offs

  •  Umpire Call Offs especially for early start matches on Sundays.

PROPOSAL

  • Introduce a cheaper "umpire attends the match but play didn't start" fee.

DISCUSSION

  •  We need a less disastrous way to call off early Sunday morning matches when it's wet.
    • Teams are naturally not happy about paying umpire fees when the outcome is a no start game. (Paying full whack for services not received...hmm?)
    • If an umpire attends the game it is not acceptable to deny them expenses.  
    • If the game's off it's up to Captains to decide this together (See Reg 10)
    • Washout call off decisions can be quite difficult to make when there is an early start and weather is anything less than a downpour.
    • How about a new approach to Umpire fees? 
      • e.g. introduce a "umpire attends but play didn't start" fee (much less than $150)
    • Be careful of perverse incentives... eg. no start = umpire gets $20, bowl one ball in the wet, then call off = umpire gets $150... 
    • Who made that decision? Oh yeah....which horse are you gonna back? Hmm?.
The crisis of calling off umpires in the pre-game period could be possibly alleviated also.
 
In defence of the current scheme, umpires cannot be expected to sacrifice potential time wasted at a cricket match for free when (in the case of self employed people) they may be passing up work income to attend the match.
 
Is this not really a regulations issue?
