PROPOSAL
- Introduce a modified minimum overs scheme for Saturday cricket and Second Innings Finish Time rule for One Dayers.
DISCUSSION
Addressing the minimum overs issue on Saturdays (not for the first time.)
In QSDCA, over rates are 4 minutes per over in everything except Sat arvo 2 day games.
- CCC, Sunday 50, Over 40, Super 20, even Sat 2 day finals are all at least 4 minutes per over.
In
Saturday cricket, it's 275 minutes for 75 minimum overs which is 3.67
minutes per over.
- No wonder it's hard to get the overs in by stumps on Saturdays.
- Instead, how about 70 overs in 5 hours minus an extended 20 minute tea break?
- That's exactly 4 minutes per over...
- Session times will be 1-3p (30 overs), 3-3.20pm tea, 3.20-6pm (40 overs) for Two Day games.
The point of minimum overs is to make sure *minimum* overs are bowled by teams.
In Saturday 2 day games,
- The overall hours of play will stay the same.
- Tea break is extended to 20 minutes.
- Over recalculations due to innings change are affected (a little).
- Time for the intervals (tea break time and length) is changed.
In Saturday 1 day games,
- The hours of play will be 1-3.20pm, 20 min break and 3.40-6p for 35 over 1 day matches on Saturday. (less a half hour for 12.30pm starts.)
- This gives players and umpires a 20 minute tea break, similar to two dayers.
- Each 35 over innings will be 140 minutes instead of 145 minutes previously.
- Some rules for Interruptions to One day matches will require updates.
- Calculations for changed overs due to interruptions will be much easier since all lost time and remaining time is simplified to 4 minutes per over without the need for ridiculous clauses like the old Reg 26.7
- Second Innings Finish Time will become the same as playing hours... either 5.30p, 6.00pm or recalculated depending on weather circumstances.
The New Second Innings Finish Time
- This can now be addressed effectively if the 4 minutes per over proposal (above) is adopted.
- A new set of clauses have been added to Reg 25 (25.7-25.22) to compel teams bowling second to complete overs on time.
- Penalty runs will be added to the team batting second's total for each over not started before the Second Innings Finish Time.
Thanks to Jim Torpey for the suggestion of making the penalty runs variable to equalise run chases.
- This balances out the unfair requirement which is placed on the team bowling first (in Reg 25) to bowl overs on time which is NOT placed on the team bowling second.
- A simplified Second Innings Finish Time rule based on this clause will be added for Sunday 50 and Over 40's competitions but is not presented in detail due to space limitations.
